It's not normal for a casino to first block an account and then ask for verification, usually accounts are blocked if the verification fails. I don't think it's a necessarily bad sign. They didn't like something about your account so they blocked it, but if you sent them everything they requested, there's still a chance they'll reopen it.
I remember that when I worked in a casino, some accounts were blocked automatically + documents requested for example when the account logged in from the same IP address as someone else already used in the casino. We didn't have to check this manually. It was all done automatically and if the player didn't send the documents, then it remained closed.
