The same happened here in Czech Republic 4 years ago and it kind of destroyed the online gambling business. There are currently only 6 casinos with the Czech license. The best foreign casinos who operated on the Czech market using the Malta license left the Czech market, because they didn't want to get into trouble, but they didn't apply for the Czech license, because it's very difficult to get and there are many obstacles (you need to get verified physically, not just online).
