Yes, I've played at all of them. I've successfully withdrawn thousands in winnings from Stake, Wow Vegas, and Modo. However, that was several months ago.
It seems that now these casinos have changed. In the past months I've found that it's impossible to hit a large win on any of the slots. The scatter payouts are much smaller - often 10 or 20 bonus spins will net $1 to $30 instead of the multi-hundreds or thousands I experienced 6 to 10 months ago.

It is as you said before, that they are not controlled by anyone, so they can do as they like.

I can say that I have successfully withdrawn my winnings from a no deposit bonus. After I completed the wagering requirements and submitted the necessary documents (drivers license and a picture of me holding my drivers license), I was able to withdraw $50. Although, it did take like 2-3 to recieve them via Litecoin. They said the first withdrawl always takes that 2-3 days especially if it is from a no deposit bonus. But I can confirm that this casino did pay me out at right about the 3 day mark.
